Hyderabad: The overseeing agencies for the ban include collector, joint collector, district fire officer, DM&H, representatives of police, transport, civic body, higher education, school education and revenue (commercial tax), district drug inspector, district food inspector and district hospital coordinator.


However, the challans can be issued by inspectors of central excise or income tax, customs, states, health and transport, who will be in charge of all public places in their jurisdiction. In railways, the authority will be the station master, assistant station master, station head and station incharge. All gazetted officers of state, central government or equivalent ranks in private institutions in the government and private organisations respectively have the enforcement power.


In government and private hospitals, the director, medical superintendent, or hospital administrator will be in charge. In post offices, post master and higher designations will be in charge. In private offices and workplaces, the head of the institutions, HR manager or head of administration will be in charge. Headmaster, principal or a teacher will be the enforcing authority in schools and colleges. In libraries and reading rooms, librarians or assistant librarians and library in charge can impose the fine. At airports, airport manger, officers of AAI and officers of all airlines can issue challans.


The authorities can issue a challan worth a minimum of Rs 100 and a maximum of Rs 200. Is the definition still hazy after all the bureaucratese? Smokers say they need a smoke to clear their head. But then..finding the space is the issue.
