A recent government order issued by the Andhra Pradesh government headed by Chief Minister N Chandrababu Naidu, releasing just Rs 2 to the Panchayat Raj Department for various development works, has gone viral on social media, raising many eyebrows.
It left many wondering why the government had issued a Government Order (GO No. 888) for such a small amount. It attracted even more attention because the Panchayat Raj portfolio is held by Deputy Chief Minister Pawan Kalyan.
According to officials, the order was issued in connection with the Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM-JANMAN), a Centrally sponsored programme aimed at improving infrastructure and basic services in tribal areas.
The Panchayat Raj Engineering Department is implementing road works in tribal areas with funding from both the Centre and the State government.
However, sources in the department said certain technical issues had emerged in the online bill-payment process relating to these works. The department subsequently sought a solution to facilitate the processing of the bills.
Following technical advice, the State government issued GO No. 888, providing additional funds of Rs 2. The order grants administrative approval for the additional allocation to the Panchayat Raj Engineering Department to facilitate expenditure under PM-JANMAN during the 2026-27 financial year.
The amount was released by relaxing treasury control and quarterly regulation orders, pending provision of funds through supplementary grants at an appropriate time during 2026-27.
The clarification has put an end to the confusion surrounding the order, which had become a talking point after references to the Rs 2 allocation circulated widely.
