The Telangana leaders say that invoking the Governor’s authority over Hyderabad according to section 8 is not possible as even the Governor can only take a decision in consultation with the ‘Telangana Council of Ministers’ or in other word, the ‘Telangana Cabinet’. 

This is true. But the section 8 also contains a clause according to which the Governor can take a decision independent of the Telangana cabinet if he finds them to be prejudiced or biased. 

That means that he can actually invoke section 8 to take over responsibility for law and order in Hyderabad. 

The only problem is that Narasimhan is unwilling to do so as he has an inclination for KCR. 

Only under a neutral party can justice be done to AP in Hyderabad.​
